Clean Fuels Consulting is an environmental consulting firm specializing exclusively in alternative, clean fuel transportation applications, green fleet feasibility studies and fleet evaluations.  Formed in 2003, the firm has a track record in assisting municipal and private organizations with alternative fuel infrastructure development and funding, fuel facility design and fuel procurement logistics. Familiar with all the Department of Energy’s recognized alternative fuels, and experts on its Clean Cities program, CFC will assemble a specialized consultant team to assist in any aspect of your organization’s green fleet objectives.

Rhea Courtney Bozic, the firm’s founder, has over twenty years experience in environmental science. With a background in construction management and environmental work, Ms. Bozic became interested in alternative fuels through her work as an estimator for a gas station installation construction company.  Extremely familiar with fuel station design, she specializes in evaluating organizational goals and fleet configurations to incorporate alternative fuel use, while carefully considering cost constraints and minimizing internal expenditures. She is considered a funding and grant expert for development of alternative fuel infrastructure, and is a frequent presenter at national events.  Her team is able to look at existing fueling facilities to determine the available options to transform your current fueling facilities to multi-fuel “green stations”.

Mark O’Connell, Fleet Operations Specialist, has been researching and reporting on the transportation and alternative fuels industries for over eight years. As creator and editor of Fuel Advantage magazine and editor of Fleet Maintenance magazine, Mr. O’Connell has spent thousands of hours in the maintenance shops and operations offices of the best-run fleets in the industry, learning how fleet managers think and operate. He is a recognized expert in transportation fuel-efficiency issues, regulatory matters (e.g., alternative fuel mandates and idle-reduction laws) and technological applications for light-, medium- and heavy-duty vehicles, and the ways these elements affect fleet maintenance and operations. He is an influential advocate of the adoption of clean fuel strategies among fleets across the country, serves as an alternative fuels consultant to state energy offices and government groups, and is a frequent moderator and presenter at industry events.

David Keefe via Shamrock Consulting, Technology Director, brings 30 years experience in municipal work, including 10 years as a fleet director, Mr. Keefe understands the obstacles fleet managers face on a daily basis, and the help they need to successfully get the job done.  As an expert in policy development and community-based economic development, in addition to a decade plus experience with clean fuels, he brings a strong problem solving component to any thorny alternative fleet issue.  Able to identify the necessary components to gather organizational support and bring together the partners to make alternative fuel fleet projects a reality, Mr. Keefe has a long track record of successfully funded and completed projects, including instituting an “early adopter” pilot Alternative Fuel Vehicle program with a CNG station, CNG vehicles and neighborhood electric vehicles.  Additionally, he lends his time to community endeavors for regional economic development and is an adjunct professor of public policy at Rochester Institute of Technology and the State University of New York at Brockport.

David Mills via Mills & Associates
With over 30 year s of fleet management experience in one of the strictest markets in the US, southern California, Mr. Mills is an expert on fleet configuration, duty cycles, right and down-sizing of rolling stock, along with all types of alternative fuel applications.  Mr. Mills is able to recommend applications on telematics, auxiliary power units, aerodynamic accessories, electronic drive train management, and other aspects of asset management.

As fleet manager of Oceanside, California, he wrote, negotiated and implemented vehicle selection and use policies, sustainability policies for incorporating alternate fuels into existing fleets, and instituted new procedures to reduce waste and operate a more environmentally friendly organization. As a result of his improvements to both operational policies and internal fleet goal and needs assessment, his fleet was ranked within the “top twenty” in the nation.
